The following motions have been categorized.

General

Oct/99.
To continue to use the Metro High School Athletic Association name for the banners and for our organization.

Jun/00.
That Lockview High School be included as part of the Metro High School Athletic Association.

Jun/02.
For the Metro High School Athletic Association to donate $500.00 (the cost of one table) to the Celebration of School Sport.

Apr/03.
When schools and/or buses are cancelled due to inclement weather, scheduled athletic events for that day are also cancelled.

Oct/03.
All correspondence must be sent via e-mail for the Metro High School Athletic Association.

Dec/03.
When schools and/or buses are cancelled due to inclement weather, schedules athletic events for that day are also cancelled with the exception of boys and girls hockey games. Both principals must be in agreement for the game to be played. (See Apr/03.)

Mar/04.
When buses are cancelled, athletic contests will continue. Principals of schools involved will have the option to cancel through communication with the sport coordinator by noon.

Mar/04.
Metro to donate $500.00 towards the Division I Girl’s Provincial Basketball Brunch.

Apr/06.
To accept the changes made to the Metro High School Athletic Association Constitution.

Sept/09.
The following protocol will occur in Metro when there is failure to report scores and submit game sheets within 48 hours. The coordinator of the sport will enforce the following regulations:
1st Offence: A warning letter from the coordinator will be sent to Principal and Athletic Director of offending school and the Metro Executive.
2nd Offence: The offending school will be fined $50.00.
3rd Offence: The situation will be dealt with by the Metro Executive.

Game Sheet Submissions and Penalty for failing to do so:

The following protocol will occur in Metro when there is failure to report scores and submit game sheets within 48 hours. The coordinator of the sport will enforce the following regulations:
1st Offence: A warning notification (e-mail) from the coordinator will be sent to Athletic Director and ‘cc’ to the Principal and coach of the offending school and the Metro Executive. A hard copy will be filed.
2nd Offence: A warning phone call and e-mail from the coordinator will be sent to the Principal and “cc” to the Athletic Director and Coach of the offending school and the Metro Executive. A hard copy will be filed.
3rd Offence: The offending school will be fined $50.00.
4th Offence: A variety of consequences could follow. These could include: removal of team from league, coach suspended, game suspensions, probation of team/coach for a year….)

General : Chairperson

Mar/01.
The Chairperson of Metro be given 8 days release time throughout the calendar school year.

General : Coordinator

Apr/97
That the Metro Chairperson not be a sport coordinator during their time as Metro Chairperson.

Sept/98.
Ensure that all sport coordinators are designated by the first meeting or they will be assigned to schools.

Oct/99.
If coordinators of specific sports want to do something different with the format of their league (i.e. increase or decrease games that result in a significant change of scheduling or cost), then the coordinators must have these approved by Metro.
(Addendum)
All coordinators of specific sports must submit the format, including playoff structure of their league, to Metro after the coaches meeting and before commencement of league play.

Jan/00.
The Athletic Director should be the coordinator (held accountable for their sport) and the person other than the athletic director, be the assistant. Both names need to be present for each sport.

Sep/03.
Each school who is a full member of the Metro High School Athletic Association has to coordinate a sport in order to participate in Metro High School Athletic sports.

Sep/05.
Any Future Coordinator from Metro must seek permission from the Metro body for any extra costs. i.e. Web Sites, All Star Costs etc…

Oct/05.
If the coordinator of a sport is not the Athletic Director of the school, the Athletic Director must be present at the organizational meeting.

Feb/06.
When a suspension to a coach or player is given in any sport, the penalty of games should occur in succession within the existing team schedule at the time of the infraction.

Mar/06.
When selecting All-Stars for any sport in Metro, that a minimum of one representative comes from every team.

General : Fees

Sep/99.
Metro fees be increased by $50.00 for a total cost of $200.00 per member school.

Sep/99.
Any school involved in three or more Metro Sports must pay full Metro membership fees.

Sep/02.
Schools who have not paid fees/bills for the various sports within 30 days after the date of issue will be suspended from all sports until the bill is paid.

Oct/02.
An $5.00 administrative fee is added to any bill that is not paid by its due date and has to be re-issued.

Jan/10.

To increase the metro fees to $300 per school for the 2010-11 school year.

Jun/13.

Metro change the fees for a full member from $300 to $100 and associate member from $100 to $50 for the 2013 – 2014 year.

General : Leagues

Jan/00.
For Metro leagues that have both a predetermined Tier I and Tier II league, a banner shall be awarded to both by Metro.

Apr/00.
All “B” teams be allowed to have all grades represented.

Nov/00.
A member school may only have a second team if a second division/tier exists for that sport. (the second team can’t play in same tier for their league.)

Jan/01.
All official and assignor fees for all sports will be paid in lump sum payments at the end of the season or in two installments.

Apr/03.
Any game cancellation must be authorized by the Athletic Director. Rescheduled games must be played within two weeks of the original date.

Apr/05.
No organized team tryout, team practice, game or any other organized activity involving sport specific equipment and sport specific strategies, techniques, or drills may be held until the first day approved by the NSSAF. Fitness training and conditioning only be permitted prior to the start-up date.

Delete the lines from the opening statement (from original wording); “this does not preclude activities open to all students in the school and is directed at team functions.” (See above)

Fitness training and conditioning be permitted prior to the start-up date. No sports specific equipment, sport specific drills, techniques, game strategies, or plays be used prior to the start-up date and after the sport is completed. Fitness is permitted year-round.

Revisit the proposed start-up dates for some sports such as rugby cheerleading and badminton. Badminton clubs are presently providing an opportunity for students to engage in a lifelong activity. Rugby and cheerleading require more preparation time for the safety of the athlete.

Schools not in compliance of the start-up date rules are ineligible for NSSAF play-offs.

For all metro leagues, schools can only have one team per league, per gender; unless another league option is not available for a second team.
General : Protests

Mar/01.
Metro adopts a fee of $100.00 for any protest. If you win your protest you get your money back. If you lose your protest, the money goes to Metro.

Badminton

Baseball

Feb/00.
Baseball be recognized as a provincial sport.

Basketball

Jan/96.
No organized basketball activity for representative team including tryouts & practices take place before October 15th.

Mar/99.
To establish a two-tier banner for basketball league.

Apr/99.
The girls basketball league will be a tiered next year. The mechanism for implementation to be the responsibility of Metro.

Apr/00.
Musquodoboit High requests to be part of the Metro Boys Basketball league. (They are members of HRM but not part of Capital).

Nov/00.
Basketball league games cannot start until November 15th for both the boys and girls leagues.

Feb/02.
The Metro High School Basketball league (both male and female) do not start until the first week of December. (After a volleyball champion has been declared.)

Sep/02.
Basketball season starts December 1st 2002. Should your team advance to Volleyball Provincials, you must reschedule the overlap of dates in advance.

Apr/03.
To start the Metro Basketball league the last week of November.

Mar/04.
If any player damages the rim or the backboard because of inappropriate action (dunking or hanging on the rim/mesh) during the warm-up for a basketball game, the school at fault is responsible for the repair costs.

Apr/05.
All Metro Gyms must have padding protection on the basketball backboards of the main court.

Apr/05.
That we adopt the CIS rules regarding time-outs in basketball; four full and two 30 second time outs.

June/05.
Division I Basketball games will not be scheduled in gyms that do not have shot clocks working by the season of 2007.

Mar/08.
Halifax Grammar proposes that the Metro High School Athletic Association adopt the following FIBA rules: 24 second shot clock, 8 second time-line and that we continue with all other FIBA rules already in use

* This was accepted not as a new rule but accepted for presentation to the Federation.

Mar/08.
That the start-up date for basketball be changed to one-week earlier (2nd Friday in October) along with moving the first game one-week earlier.
Cheerleading

Sep/02.
A cheerleading team should consist of a minimum of eight (8) and a maximum of twenty (20) members.

Nov/02
The Metro High School Athletic Association contributes $500.00 to the purchase of a cheerleading mat if the purchase is approved.

Field Hockey

Sep/07.
All schools in the Metro High School Athletic Association Field Hockey League must have proper boards completely running the entire length of the sidelines.

Football

Jan/01.
Football games to be played on Friday evenings and Sunday afternoons. Double headers on Friday’s 4:00-7:00 and 7:00-10:00. Two games played on Sunday. Games rescheduled must be played on the first Sunday, Monday or Tuesday after a weather cancellation. This may mean playing on St. Mary’s field 1:00-4:00 either Monday or Tuesday. Re-scheduled games should not interfere with the original schedule.

Apr/01.
J.H.Gillis High School be invited to play exhibition football games with consenting Metro High School teams.

Sep/01.
Metro High School Athletic Association pay the outstanding bill to St.Pat’s for the 1997 Football Year-End Banquet.

Jan/03.
Every school in the Metro Football League must have a teacher representative on the bench at all games.

Jun/04.
That J.H. Gillis and SAERC be granted entrance into the Metro High school Football League as a pilot project for the upcoming season. At the end of the season, the league will further review the season to see if the project was positive or negative and report back to the same Principals and Athletic Directors for their input and direction.

Jan/06.
The Metro Football League move to a 55-player roster for the regular season.

Mar/06.
We (Metro) recommend the proposed schedule for the Metro Football League: that with 16 teams, 8 in each division (based on the previous years results) playing a round robin and then the top four of each pool go to Tier I and the bottom four go to Tier II.

Mar/06.
We (Metro) change the name of the Metro High School Football League to the Nova Scotia High School Football League.

Mar/06.
We (Metro) accept the following schools into our Football League: Horton, Avonview and Northeast Kings Education.

Golf

Nov/00.
To alter the golf tournament format so that we have a girls singles tournament with up to 4 girls per school, and a boys tournament with up to four boys per school. A singles champion can then be declared.

Sep/01.
The Metro High School Athletic Association golf tournament format be changed to the same as the Provincial format and be a Regional qualifying tournament for the NSSAF Golf Championships.

Hockey

Oct/01.
That the Metro High School Athletic Association establish a Girl’s Ice Hockey League.

June/05.
All games for girl’s hockey must start with two officials in order for the
games to proceed.

Nov/06.
Hitting to the Head: 5 minutes

First Offence: Suspension from the game being played plus two- others unless it is in the last 10 minutes of the game – add 1 game. (3 games)

Second Offence: Suspension from the game being played plus four- others unless it is in the last 10 minutes of the game – add 1 game. (5 games)

Third Offence: Indefinite suspension. Reviewed by league coordinator and NSSAF
Mar/14.

Motion of four officials for MHSHL – implement in fall 2014.

Rugby

Feb/02.
In order to play in the Metro High School Rugby League, a team must dress a minimum of 18 players.

Jun/04.
The scoring system for the Metro Girl’s Rugby League should be the same as the scoring system for the Metro Boy’s Rugby League. (2pts per win, 1 pt for a tie and 0 pts for a loss.)

Soccer

Oct/01.
To accept the proposed boys and girls soccer league schedule for the Regional playoff games which will be held at Weir field and accept the additional expenses for its use.

Feb/03.
The High School Soccer Season will go uninterrupted through to Provincials.

Nov/06.
The Metro High School Soccer ruling of 2 yellow cards equaling a game suspension be changed to 3 yellow cards before a game suspension is levied.

Dec/07.
In the Metro High School Soccer League, yellow cards from league play will be cleared before playoffs start. Red cards will be carried through.

Track & Field

Sept/96.
That in Track & Field and Badminton whenever there are one or ore competitions at the district level the winners will each receive a Metro banner.

Sep/99.
The provincial Track & Field meet be held on a synthetic track.

Sep/99.
Metro Provincial/Regional Track dates be moved up one week earlier.

Sep/01.
All High Schools in the Metro and County Track & Field Meets be permitted to send 4 entries per event.

Sep/04.
That time sectioned finals in the Provincial Track & Field Championships be dropped in the 800m and competitors be placed on the waterfall with #1 and #2 seeds on the inside and #3 and #4 on the outside.

Sep/04.
The point results in the Pole Vault not be tabulated for Regional Standings but only act as a qualifier for Provincials.

Sep/04.
When advancing from the County or Metro Track & Field Meet to the Regional Meet, we allow the top 8 athletes for Field and Relay events.

Jun/06.
At the District Track& Field Meets that we advance 8 competitors in all field events as we do in the track events and the 4 relay teams to Regionals.

Sep/06.
When advancing from the District Meet to the Regional Meet, there will be no alternate considered, other than relays.

Jun/07.
1. Metro purchase a full set of throwing implements which can be used for all meets. They should be the new weights.

2. We drop the D-class division. This division was created over 25 years ago when there were a small number of schools.

3. We will advance the same number of special athletes to the Regionals as we do for the other divisions.

4. We only advance 4 relay teams to the Regionals.

5. We only register 3 athletes per event. This will prevent us from having 55 to 60 participants in the long jump.
Mar/12.
For the 2012 Metro Regional Track and Field season all entries in all categories will increase to four participants.

Wrestling

Jan/01.
That Wrestling Nova Scotia be omitted from all NSSAF meetings concerning school wrestling. Any involvement by Wrestling Nova Scotia should be made by written request made available to Ron O’Flarherty, all Wrestling Coaches, Athletic Directors and Regional Coordinators where a vote will be taken at the Regional level regarding this request. Results of such votes will be taken to the Regional Workshop for clarification of acceptance. In addition, no coach or coordinator shall enlist the services of Wrestling Nova Scotia in any capacity except as a resource such as coaching development, films, books and NCCP programs.
